Here's how I got Reaper to recognize all of my Waves plugins. Also included is a tip on how to have Reaper see only the 64 bit version of plugins instead of seeing 2 of each plugin - one 32bit & one 64bit. First step is to add the 'VST path' to your waves install.
The most foolproof method seems to be to add the root path of the waves install. On a 64 bit machine it's typically installed here: C: Program Files (x86) Waves On a 32 bit machine it's typically installed here: C: Program Files Waves Open up the VST preferences page in Reaper (Options / Preferences / Plugins / VST).

This folder gets a copy of the WaveShell-VST 9.2.dll from the Waves install dir. F: VST VST64 - 64-bit versions of plugins that I have in both 32 and 64-bit versions, divided into folders. This folder gets a copy of the WaveShell-VST 9.2_x64.dll from the Waves install dir. In Reaper Options ->Preferences ->VST on my 64-bit installation I set the VST plugin paths field to 'F: VST VST64;F: VST Common'. This means read the 64-bit dir first, then the Common dir - never reading the 32-bit dir.
